Why is it taking me so long to learn Spanish?

I have lived in Spain fo 4 1/2 yeas and have lessons for 2 of those, but I live in a British populated area and very rarely get chance to practice my Spanish.
Has anyone else struggled with languages and what did you do to retain what you have learnt.

You have to PRACTICE a lot, even though you might sound bad at first it will help you
Also, knowing latin helps you memorize words better.
