If I wanted to learn Spanish, would it be better to get a private tutor or buy some type of program?

I know it depends on where you live, etc. But about how much would a private spanish tutor charge? Or should I buy an online program like Rosetta Stone?

Just came back from Honduras and wanted to learn how to speak better Spanish. I have taken many classes in High School and College but I still cannot speak it very well. I wanted to know if there were any programs that could help me improve my conversational Spanish. I checked out Rosetta Stone but wasn’t sure if it was very effective.
