If we were not dealing with illegal immigration do you think more Americans would learn Spanish?

Italian and French are consider languages of love and sophistication. Spanish, in the USA, is often viewed as the language of the illegals. I lived in San Antonio for sixteen years, and now I live in EL Paso. There is absolutely no real desire (among Americans) to acquire the Spanish language, why?
